2024 Request for Quote
Education Contractor (National High School Design Competition)
This Request for Quote (RFQ) is issued by Cooper Hewitt, Smithsonian Design Museum, Smithsonian Institution (SI), for technical professional, non-personal services of one educational administrative contractor to provide temporary educational support for the National High School Design Competition, school programs, and family programs in accordance with the Statement of Work (SOW). The award will be for eight months; the firm-fixed price range for services is not to exceed $20,000.

Period of Performance
December 9, 2024–July 25, 2025.
Work hours will vary based on competition timeline and activities, but should average approximately 24 hours a week, not to exceed 792 total hours over the period of performance. Additional hours per week may be added, as needed, by mutual agreement.

Invoicing & Payment
An itemized invoice must be submitted by the Contractor in order to remit payment. Invoices must have proper letterhead information, reference the purchase order, are dated, has a unique invoice number, and gives a brief description of work performed. Invoices should be submitted on a monthly basis, on the 1st of each month, via email.
Amendments must be by mutual agreement in writing by the parties.

Job Requirements & Responsibilities:
Description of Services
The Smithsonian Institution, Cooper Hewitt, Smithsonian Design Museum (Smithsonian) requires temporary educational administrative support for the 2025 National High School Design Competition and other school and family programs organized by the Learning and Audience Engagement Department at Cooper Hewitt, Smithsonian Design Museum, requiring approximately 24 hours per week.
The Contractor shall provide general administrative support including with:
· Preparing miscellaneous collateral material
· Monitoring the general competition email and responding accordingly
· Reviewing entries for eligibility
· Maintaining statistics for the competition
· Making arrangements for and assisting with activities and events related to the competition, including, but not limited to, the first round of judging, Mentor Weekend tentatively scheduled to be held in person in May 2025, and Judging Weekend tentatively scheduled to be held virtually in June 2025 (actual dates/locations to be determined)
· Assisting with organizing travel as needed
· Material preparation for school and family programs, supply maintenance for Design Field Trips, etc.
· General administrative work as needed including mailings (electronic and paper), basic correspondence, data entry, etc.

EVALUATION
The Smithsonian Institution (SI) plans to award based on best value to the SI considering the following factors here. The SI plans to award without discussions, however, does reserve the right to conduct discussions if later determined by the Contracting Officer to be necessary.
All of the following factors are of equal importance. Evaluation factors are:
A. Relevant Experience/Past Performance
1. Relevant experience is that obtained within the past 3 years providing or performing services of similar size, scope, complexity and type of client that indicates your suitability for this project. Provide demonstrated experience providing administrative support services for education programs of similar scope and to organizations of similar size to the SI. Identify a minimum of two projects, customers, time frames, contract dollar values, locations of contract performance, and complexity of work to facilitate determination of capabilities to perform the work required as cited in the statement of work.
2. Past Performance should be indicated by a list of current or previous contracts with names of points of contact and their current telephone numbers who can answer specific questions on quality, workmanship and scheduling. Provide contract periods of performance dates, dollar value, and brief description of the work performed.
B. Qualifications/Technical Competence
1. Technical Information – Technical information should include a narrative discussion addressing the technical competence, the firm’s capabilities, qualifications, and approach to satisfy the requirements of the SOW.
